Museveni Hails Oyam for Top PDM Performance, Rallies Residents to Embrace Wealth Creation

President Yoweri Kaguta Museveni has commended the people of Oyam District for their strong performance in implementing the Parish Development Model (PDM), calling it evidence of the NRM government’s effective grassroots policies on wealth creation and household income growth.

Speaking at a massive NRM campaign rally in Oyam Town Council, President Museveni thanked residents for their warm welcome and unwavering support for the National Resistance Movement (NRM), saying the district’s progress underlines the success of NRM’s long-standing agenda of socio-economic transformation.

“I thank the people of Oyam for the warm welcome. The district was ranked 1st in Northern Uganda and 4th nationally in implementing the Parish Development Model,” Museveni said, adding that the NRM’s focus on enterprise development and wealth creation is now bearing fruit.

Focus on Household Income and Productivity

According to figures from the district, a total of Shs 15.26 billion has been disbursed to 15,358 beneficiary households across 74 parishes under PDM. Out of 110,658 households, more than 56,000 that were previously in the subsistence economy are now engaged in income-generating activities.

Museveni said this achievement is in line with the NRM’s vision of turning every Ugandan into a participant in the money economy, emphasizing that no household should remain trapped in subsistence production.

The President also cited progress under the Emyooga programme, where 36 SACCOs in Oyam have received Shs 1.64 billion in seed capital, supporting local entrepreneurs and skilled workers.

He hailed Oyam for embracing NRM’s message of self-reliance and productivity, adding that the district’s performance reflects what can be achieved when communities work closely with government programmes.

“The NRM is a party of action, not empty promises. We have built the foundation: peace, roads, electricity, and schools. Now our people must use these opportunities to create wealth,” Museveni said.

Infrastructure and Service Delivery on Track

The President outlined ongoing infrastructure and development investments in the district, including the Tochi Irrigation Scheme, which covers 500 hectares and supports rice, citrus, and horticultural farming, as well as major road projects like the Rwenkunye–Apac and Apac–Lira–Puranga roads that are opening up Northern Uganda to trade and mobility.

On education, Museveni revealed that Oyam now has 109 government and 160 private primary schools, alongside 10 government and 10 private secondary schools. He pledged that in the new Kisanja, the NRM government will ensure every parish has a government primary school and every sub-county has a government secondary school.

Local leaders presented key priorities to the President, including the creation of Aber District, restocking and compensation for war claimants, and the extension of piped water from the Gulu line to Oyam.

Oyam: An NRM Stronghold in Northern Uganda

Oyam remains one of NRM’s strongholds in the Lango sub-region. In the 2021 elections, President Museveni secured 63.9% of the vote. The district’s registered voters have since increased to 219,219, with 512 polling stations ready for the next election.

The President’s rally is part of his ongoing campaign trail in Northern Uganda, aimed at strengthening NRM support across the region and reminding citizens of the Movement’s unmatched legacy in peace, stability, and development.

“The NRM has a clear track record, from ending insecurity to delivering roads, power, schools, and social programs. Our next task is ensuring every family creates wealth and enjoys the fruits of stability,” Museveni said.
